On the last Friday of Stampede, a wind storm blew over some of the tipis at Indian Village (renamed Sunday to Elbow River Camp). The Calgary Police Service tipi was hit by one of its falling neighbours, and had to be taken down quickly to avoid any further damage.
Unfortunately, most of our members who know how to raise and lower the tipi had left Stampede Park. Lucky for us, Indian Village is just like a real village. Before we knew it, Elders and people from various Treaty... 7 nations were pitching in to help us properly take the tipi down and pack it away to safety.
We would like to thank everyone that helped us out and everyone who made us feel so welcome at Indian Village! We are so humbled and honoured that Calgary’s Indigenous community invites us to join them as they showcase their culture each year.
Thank you for another lovely Stampede!

Help Us Locate Missing Ammunition
A Calgary Police Service handgun magazine and the 15 rounds of ammunition contained inside were pulled off an officer’s belt during an altercation with a suspect and foot chase on Monday evening.
At approximately 6 p.m., on Monday, July 16, 2018, two officers were dispatched to the 0-100 block of Madeira Road N.E., after a resident in the area reported a car prowling in progress. When the officers arrived, the officers found a small group of ...people sitting in a green space nearby.
While questioning a man in the group who matched the description of the car prowler, it is alleged that the man spit at the officers and then became violent when the officers attempted to take him into custody. The suspect ran away from the officers after a physical altercation, then the suspect was chased through several residential yards before being taken into custody a short distance away.
One officer’s uniform was ripped during the incident. His cell phone (a BlackBerry Classic) and the missing magazine were also pulled from his belt at some point during the altercation and pursuit. A thorough search of the area was immediately conducted by multiple officers, but neither the phone or magazine were recovered.
Marc Mitchell REES, 31, of Calgary, has been charged in connection with this incident with two counts of assaulting a police officer and one count each of escaping lawful custody and resisting a peace officer.
The Calgary Police Service uses a type of ammunition that is commonly available to gun owners and the lost ammunition poses minimal risk to the public without a firearm. Service magazines are prohibited because they hold five more rounds than other gun owners are permitted to have in a magazine. The magazine only fits certain compatible handguns and poses no risk to the public on its own.
However, police still need to locate the items to ensure that they are secure and are never used in the commission of a crime.
The Calgary Police Service would like to sincerely apologize to Calgarians for the loss of the loaded magazine. Firearm safety and security is one of our top priorities and information about this incident is being released in the interests of transparency and because the Service needs help to locate the missing items.
Anyone with information on the whereabouts of the lost magazine, phone or ammunition is asked to contact the Calgary Police Service non-emergency line at 403-266-1234. Tips can also be left anonymously by contacting Crime Stoppers using either of the following methods:

Message from Calgary Police Commission Chair Brian Thiessen
"Chief Chaffin has notified the Commission that he is retiring after 32 years from the Calgary Police Service, effective January 6, 2019.
The Commission respects this decision and we sincerely thank the Chief for his leadership, integrity, and openness during a time of transformation for the Calgary Police Service. Chief Chaffin set the Calgary Police Service on a course to become a modern police service that reflect...s the values and characteristics of our community.
The direction he took CPS fills us with optimism about the achievements we will see over the coming years. We wish him the best in his retirement.
The Commission will start the hiring process for Calgary’s next Chief of police by striking a search committee on July 31 comprised of Commission members. We will keep citizens and our partners informed as details about the process and the timelines become available."
- Brian Thiessen, Calgary Police Commission Chair
** Message from Calgary Police Service Chief Constable Roger Chaffin
"It is with mixed emotions that I am announcing my retirement as Chief Constable of the Calgary Police Service.
Considerable deliberation has gone into making this decision, but for personal reasons, I know it is the right time for me to retire after 32 years of service.
The decision is not based on any particular event or issue, but is made with the best interests of the Service and Calgarians front of mind.
When I accepted the position three years ago, it was with a goal to provide long-term resiliency through modernization and an evolved model of policing. With HR and financial reforms well underway, work being done to implement strategies and recommendations from Justice Wittmann's use-of-force report, and a solid four-year business plan, the Service is best placed for ongoing opportunities to thrive.
I know this important work will continue as we strive to create a Service that is positioned to support the needs of the community and our members. In my remaining months, I will continue to lead the Service comfortable in the knowledge that our path is one with opportunity, accountability and integrity for many years to come.
I want to take this opportunity to publicly thank the Commission for giving me the opportunity to lead such an incredible organization and for the support they have afforded me over the years. I also want to thank everyone at CPS who has made working here such a pleasure – being part of CPS in not just a career, it is like being part of a family.
As importantly, I wish to thank the citizens of Calgary. We have said for many years that creating a safe and healthy environment in a city the size of Calgary is not just a policing issue. It is an issue that can only be addressed when we all work together toward that common goal. We are reliant on the community we proudly serve – thank you."

Officer-involved shooting in Auburn Bay
The Alberta Serious Incident Response Team has been called in after a shooting last night. This investigation remains under the purview of ASIRT however, last night our officers faced a situation that required the use of force. Incidents of stolen vehicles and our response to them require an extensive use of resources, and a dynamic situation in which public safety and the safety of our officers is always of primary concern.
At approxi...mately 6 p.m., Thursday, July 12, 2018, a stolen vehicle was observed in the community of Ogden by the Auto Theft Resource Team. The vehicle, a Dodge Ram, and its two occupants, a 20-year-old man and a 22-year-old woman, were confirmed to be involved in a series of car prowlings the day before, in which a firearm was believed to be involved. As a result of the likelihood of a weapon involved, the Auto Theft Resource Team contacted the Tactical Unit and also engaged HAWC surveillance.
Surveillance on the vehicle continued for approximately four and a half hours, with the Dodge Ram eventually going to a residence in the Auburn Bay area. The residence had a number of people gathered in the garage and Tactical members made the decision that it was not safe to affect an arrest at this time.
Tactical members set up a spike belt a short distance away from the residence in the area of 114 Avenue and 85 Street S.E. At approximately 10:30 p.m., the two occupants of the Dodge Ram left the residence and drove over the spike belt which punctured the front passenger tire. They continued to drive on the flattened tire for a short while before coming to a stop in the 0-100 block of Autumn View S.W.
A Toyota Highlander that was also at the Auburn Bay residence and was determined to be stolen, driven by a 33-year-old man, arrived at the location of the Dodge Ram and the two occupants exited their vehicle and made their way into the Highlander. Two tactical vehicles attempted to stop the Highlander from leaving the scene. The Highlander was able to maneuver away from the Tactical vehicles, resulting in a confrontation, at which time a Tactical Unit member discharged his service firearm.
The vehicle left the scene after the shots were fired, coming to a stop in the 0-100 block of Autumn Terrace S.E. The driver of the Highlander was taken into custody at the scene and transported to hospital in stable condition. The two passengers fled the scene but were apprehended a short while later.

Update on CPS approach to unfounded sexual assaults - Philadelphia Model
As part of the commitment to ensuring sexual assault allegations are thoroughly investigated, the Calgary Police Service Sex Crimes Unit and its partner agencies are currently meeting to review case files closed as unfounded or cleared otherwise.
This is the first time the group has met to undergo training and begin the review of files using the Philadelphia Model - an approach first used in Philadelphia... 17 years ago that allows independent agencies to review sexual assault files, by walking through every step of an investigation. While's Calgary's unfounded rate remains low at approximately 10 per cent, the CPS was the first law enforcement agency in Canada to adopt the Philadelphia Model.
In #Calgary, a sexual assault complaint should only be classified as unfounded when a police investigation has determined that the offence reported did not occur and was not attempted, and that no other criminal offence occurred at the reported time and location.
This week, Sunny Marriner of the Ottawa-Rape-Crisis-Centre, and members of Calgary Communities Against Sexual Abuse (CCASA) are reviewing case files between January and March 2018. The review will continue through Friday, July 13, 2018.
Committee members are also identifying any training opportunities for officers, and will provide suggestions on how police policies and procedures can be improved.
Along with the adoption of the Philadelphia Model, the Service is also improving the training investigators receive on dealing with victims of sexual assault by addressing the effects of trauma, and have designated an officer as the Sexual Offence Coordinator to ensure all sexual offences are being tracked and investigated properly

Operation Hot Seat 🚲
Nine people have been charged following District 1 Mountain Bike Unit (MBU) Operation Hot Seat, which aimed to curb the amount of bicycle thefts committed in the downtown core.
In the first half of 2018, there have been a total of 1,190 reported bicycle thefts in #Calgary. This represents a 25 per cent decrease compared to the first half of 2017 (1,587). However, more than 3,633 bikes were reported stolen in all of 2017 and the Mountain Bike Unit would li...ke to see this number greatly reduced.
Over a course of two days and one night at the end of May, the MBU observed nine people steal a pre-identified bike.
Operation Hot Seat culminated in 54 Criminal Code charges, 16 warrants executed and 14 summonses issued. A total of 13 grams of methamphetamine and a number of what are believed to be stolen credit cards and identity cards were also seized. Charges include theft under $5,000, possession of a controlled substance, possession of stolen credit cards, possession of stolen property under $5,000, and breach of recognizance or probation order.
❗Tips for bike theft prevention:
• Ensure the bike is locked up properly by securing the wheels and the bike frame to a solid object. • Use multiple locks. • Take easily removable items with you, such as bells, seats and lights. • Never leave your bike locked in an easily accessible place for long periods of time, such as over night. • Avoid securing your bike in a predictable fashion, such as putting it in the same bicycle rack in the same place every day. • Ensure garages and storage sheds are locked. • Record your bike’s serial number and take photos of your bike to assist in recovery. • Report your bike if it is lost or stolen by going to http://bit.ly/CPSreportcrime
